CPAC 2013 - No Ron or Rand Paul speaking - why?

Does anyone know why Rick F. Santorum and Rick Perry, as well as Mike Lee, are scheduled to speak THIS MONTH at CPAC in St. Louis (http://conservative.org/cpac/stlouis), but neither of the Pauls are on the list of speakers?

The main 2013 CPAC in DC already happened in March and Rand Paul spoke and won the straw poll. These minor CPACs later in the year are not a big deal.
