Great idea! I thought the same thing while driving home from our Thanksgiving celebration.

There are a lot of them and there visibility is really high. I think they are only owned by local municipalities though....at least where I live.

Not sure this can be done but who knows....worth a try.

Warning: drinking water resources are heavily protected, I wouldnt advise anyone to do this without permission, they might wind up in jail.:o

Water Towers are owned usually be local governments, but sometimes by water boards or private water companies. Individuals dont really fall in one of those categories.
