That would be the pre-internet equivalent to them hiring PIs to follow kids on their off school time. Anything like that would cause outrage. Great job for some creepy perv to get all up in kids lives.

The school that I teach for has a one-to-one laptop program. All students (6th-12th) get a loaner computer to use for the year. We do monitor these computers on and off campus because these computers are the district's property and so if any threat, a kid talks about killing himself and follows through, etc. is made on one of those computers then the school district is held liable.

This story seems to have a lot of holes in it because lets just say that if the school requires that all students give their personal cell phone numbers to the school for monitoring. The school would be in financial ruin; not from the cost of the monitoring program, but the can of worms they just opened in regards to making them more liable for stuff that they have no control over outside of the school day. States all over the country have stupid bullying laws in place and coupling that with a generation of parents that want to be friends with their kids instead of parenting and most students being coddled so much that they cannot handle challenges/failures in normal everyday life... stupid law suits would be all over the place.
