It happened in Concord, NH outside of City Hall but was covered by Concord Patch, NH Public Radio, Concord Monitor and the state paper, the Union Leader, if not by more. NH natives and FSPers and Ron Paul endorsing politicians all working together.

CONCORD — The president of the Free State Project Monday called for the resignation of city officials who described her group and two others as domestic terrorists in a federal grant application to pay for an armored vehicle.

Speaking at a news conference on the steps of City Hall, Carla Gericke said even if the application is amended to remove any reference to the Free State Project, Occupy New Hampshire and Sovereign Citizens, the money should be returned to the federal government.

More than 400 Concord residents sign anti-BearCat petition

More than 400 Concord residents have signed a petition against a city plan to acquire an armored BearCat vehicle with nearly $260,000 in federal grant funds, according to activists who protested outside City Hall yesterday.

“It is up to us to stop the bleeding,” said Pamela Ean, a spokeswoman for the movement. “The federal government will continue to spend money they do not have as long as local governments allow them to do so.”

The group said the 404 signatures were gathered during a four-hour period Saturday. They said they plan to continue collecting signatures until the city council votes on the issue at a meeting scheduled for Sept. 9.

The BearCat would be stored in Concord but used by the 20 member communities in the Central New Hampshire Special Operations Unit.

A rally announcing the petition signatures drew seven people holding signs and denouncing the vehicle, and a handful of unaffiliated observers.

Cathleen Converse of Barnstead said she heard about the rally online, and though she opposes the idea of Concord purchasing the vehicle, she came to the rally with an open mind. “I didn’t know what to expect. I was very pleased. I’m very interested in what they had to say. I learned some things. I’m glad I came,” she said.

The City Council is considering whether it should accept a federal grant of $260,000 to buy the BearCat vehicle. The Council is scheduled to vote on the matter on Sept. 9.

On Monday, a small group of protesters gathered at City Hall to protest the vehicle. They say they plan to present the petition signatures at the Sept. 9 meeting.

And San Fran and Boston and others. It's great when you work towards free where you live in 100,000s of people all over the nation learn about what you are doing for liberty. Hopefully some of them stand to beleive that you can fight city hall and get motivated.

It's also great when plans come together. There are several leads on this project, maybe 1/2 a dozen. I'm not 1 of them. Just a very small supporting actor. Though, 1 or more of the leads might post of this Forum ;) It's like, it's almost like we really are herding cats :)

Some folks in the Concord city government were trying to get the Concord School Board to write the city a letter saying that the bearcat would be good for the children. The school was going to write a letter saying they had no position on the issue. Then the pro-peace people got involved, testified at the most recent school boarding meeting and now it has decided to not send a letter at all because, It isn't related to school.

Sorry Concord city officials but you lost another PR battle.

The Concord School Board voted last night, 4-2, not to weigh in on whether the city council should accept federal funds for the purchase of an armored BearCat vehicle.

“Really, I think it’s none of our business,” school board member Barb Higgins said. “We’re a school board, not a BearCat board.”

The vote was in response to requests from city officials for the school board to write a letter in support of acquiring the BearCat. Police Chief John Duval had asked Superintendent Chris Rath to send a letter in early August, and when she didn’t respond Mayor Jim Bouley brought the request to the school board. At a meeting last week, the board decided it had no authority to do so, and instead asked Rath to write a letter taking no position. The letter, presented by Rath last night, commended the council for its open process throughout the BearCat debate and said the schools would support whatever decision the council made.

But after taking comments from several members of the public and debating among themselves, the board ultimately voted to send no letter at all. The two board members who dissented, Oliver Spencer and Tom Croteau, wanted to send a letter to the council supporting the BearCat, acknowledging its potential role in school safety.

About a dozen people, half of whom are Concord residents, showed up at the board’s meeting. Everyone who addressed the board spoke against the BearCat and asked the board to write a letter opposing it. Their reasons for opposing the project included the $260,000 price tag, which would be covered by a federal grant, the militarization of the police and what some speakers alleged were lies in the original grant application.

“I think we have an educational opportunity here for our children,” said Concord resident Pamela Ean. “I would have liked you to say (that) for economic reasons we should not be accepting any money from the federal government.”

Christopher Booth, another Concord resident, said commenting on the BearCat isn’t the school board’s job, but if it sends a letter it should recommend the city deny the grant. That federal money could be used from something else, he said, like helping students go to college.

He also said he hopes that “Concord High School students will speak out against the Concord Police Department getting a military vehicle.”

Other speakers said that it was strange for the city to ask the school board to weigh in, and that supporting the purchase of BearCat would mean the board was endorsing the practice of lying.

"Stop settling for what you are told is good for you because “they” know better. Stop submitting for the notion that just because someone is elected, your input is no longer important. Stop choosing an obvious winner and start routing for the underdog, even if his teeth are crooked. And stop selling your soul to the notion that it’s the governments job to baby sit us and turn this country around. Corporate government is a rabid dog. Stop feeding it."

The BEARCAT was delayed.

It's pretty sick. The photo featured in the article is from a BEARCAT that the federal government bought a city in TN in 2006. This city has even less people than Concord. I guess Concord will finally catch up this summer. Better 8 years late than never, right? :toady:

At the end of last year, Osgood had predicted the $258,000 armored police vehicle, paid for with a federal grant, would be in Concord by late January or early February. But he said the manufacturer – Lenco, based in Pittsfield, Mass. – has now pushed that date to late spring or early summer.

“We got notified by the manufacturer in January that due to the receipt of a government contract, all BearCat deliveries had been pushed back,” Osgood said.


The vehicle has been a source of controversy since former police chief John Duval applied for that grant last year. That application listed the Free State Project, Occupy New Hampshire and Sovereign Citizens as challenges to law enforcement. Duval later apologized for his words, and the city amended the application.

The delay could push back plans to train officers for the new vehicle, said Lt. Timothy O’Malley of the Concord Police Department.

“We’ll adapt to it,” O’Malley said. “We have to accept it.”
