Rep. Peter King: Al-Qaeda is stronger now than it was before 9/11

Spending trillions of dollars and over hundred thousand Americans suffering loss of lives/limbs or serious injuries in the over decade long global WOT was meant to make Al Qaeda weaker, not stronger. What exactly is he saying, it was a failure and Al Qaeda is stronger today than it it was when we started invading countries in 2001?
