Actually, if you have a decent claim (under existing law) that your civil rights have been violated by the government, you will have no problem getting an attorney to represent you on a contingency fee basis in a suit against the government.

The more difficult problem is getting a free defense in a criminal prosecution. Now THAT might be a good subject for insurance.

Obviously this has never happened to you. Actually, it's extremely difficult to find a lawyer who is willing to sue cops and / or the government. Most want nothing to do with these types of cases.
