All for enforcing more minor violations of the Law rather than the serious stuff. Thats where the milk money is and how they can afford all that gear. Jaywalking? Here comes at least a million bucks in hardware rolling your way, paid for, in part by your citation.

That is why it is important to donate leftover Afghanistan freedom force gear to Police departments in the US in the interests of cutting costs. If we can't fight them over there, fight them over here.
