1/23/2013 – Detroit Mayor Bing has announced the Jan. 24 launch of Operation Compliance, an initiative designed to legally close businesses that operate illegally and often add to blight and crime throughout the city of Detroit.

As part of the launch, six Detroit businesses operating without proper licenses and permits will be closed by a City enforcement team on Thursday, beginning at 10 a.m. The team, led by City of Detroit Buildings, Safety Engineering and Environmental Department (BSEED) and supported by the Detroit police and fire departments, will padlock and seal the entryways of illegal businesses across the city. If the business owner or any other individual breaches the sealed entrance of the closed businesses, that person will be subject to a $500 per day fine and/or imprisonment. The enforcement team expects to close an average of 20 illegal businesses in Detroit each week.

“Our objective is to bring every business in Detroit into full compliance with the law,” Mayor Bing said. “Proper permitting and ordinance compliance is essential to operating a business in our city.”

Nothing says "regulated" better than a boarded-up storefront covered in graffiti.

When I was younger, that's what we called, "Urban Removal." Of course the city called it "Urban Renewal."

I remember in the 80s when the auto industry took a dive there was a bumper sticker that said "Last one out of Detroit turn out the lights".

Detroit can afford courtrooms?

For really important things, they can.

Even though I have encountered a number of reports that the Detroit police department routinely leaves calls unanswered (or does not respond to many of those calls that they do answer), the city government can still ensure that resources are devoted to the following (from the OP):

[A] City enforcement team [...] led by City of Detroit Buildings, Safety Engineering and Environmental Department (BSEED) and supported by the Detroit police and fire departments, will padlock and seal the entryways of illegal businesses across the city. If the business owner or any other individual breaches the sealed entrance of the closed businesses, that person will be subject to a $500 per day fine and/or imprisonment. The enforcement team expects to close an average of 20 illegal businesses in Detroit each week.

So ... the government of Detroit cannot be bothered to provide basic police "protection" to mere worthless mundanes ... er, I mean "residents" - but it sure as hell can devote plenty of resources to ensuring compliance with petty bureacratic diktats and revenue-collection goonery.

You see, it's just a matter of setting priorities ...
