View Full Version : This Week-House: DoD Appropriations/Senate: THUD Appropriations!

This week, the House will take up consideration of the Department of Defense Appropriations FY 2014. The big battle to watch is whether the Rule Committee will let the House vote on amendments by Rep. Amash defunding the NSA, Rep. Massie/Radel to prevent funding for Syria/Egypt. Lots of amendments and debate, I'll update this post throughout the week.

The Senate is expected to take up consideration of the Department of Transportation/Housing and Urban Development Appropriations FY 2014. Amendments may occur. Their bill spends $55 billion compared to $44 billion in the House bill. Obviously, I and conservatives like me should absolutely oppose the Senate bill.

Tomorrow, the House will take under suspension of the rules, H.R. 1300. This bill would renew programs created under the Fish and Wildlife Act of 1956. These programs are predicted to cost $6 million. You can read my post on my blog below:

Most Democrats oppose the rule, so if fewer than 20 GOPers vote NO, then the rule will fail. House Rules Cmte will vote at 5:00 to vote on whether the rule will be opened or close. If it is closed or Amash/Massie's amendments are not included, then the rule needs to fail.

Mulvaney will likely oppose the rule if it doesn't include the amendment. That would make it four Republicans opposing.

Senate is right now voting on consideration for Transportation and Housing, Urban Development Appropriations FY2014. Lots of wasteful spending...spends $10 billion more than House.

Huelskamp is loads better than my current rep, rep Pompeo. Huelskamp used to be my rep before the Congressional lines were redrawn. I'm not even going to bother calling Pompeo over this. He votes for the police state over individual liberty every single time, and he was the member of the house who was on Stossel's show to take the pro NSA surveillance side after Amash's interview was over.

Edit: I may call him anyway if I actually have time, even though there's a 0% chance that he'll vote for the amendment. He should probably at least know where his constituents stand on the issue.

Amash and Massie voted differently on quite a few votes. Amash is more likely to vote to cut defense spending than Massie. I'm probably closer to Massie on that, because I'm in favor of every single bill that cuts overseas spending in countries like Afghanistan and Pakistan, but I'm generally not in favor of cutting legitimate defense spending such as missile defense.

Dear Members of the House,
We, the undersigned organizations, are writing in support of Rep. Adam Schiff’s amendment (No. 73) to prohibit funding for the 2001 Authorization for the Use of Military Force, or AUMF (PL 107-40) after December 2014, congruent with the end U.S. of combat operations in Afghanistan.

We, representing a diverse set of faith based, legal, humanitarian and political groups, agree this amendment offers a step in the right direction. After over a decade of war, $1.4 trillion dollars in operational costs and thousands of dead US service members, it is time to close this chapter in US history. President Obama himself favors the eventual repeal of the AUMF, which has served as the legal framework for the Global War on Terror.

The debate on Rep. Schiff’s amendment will be the second debate the entire Congress has conducted in twelve years—since the first AUMF was passed.

Principally, we believe the AUMF should be defunded for several key reasons:

First, the AUMF passed in 2001, was designed to retaliate against those who perpetrated or harbored those who perpetrated the 9/11 attack. Yet the U.S. has used this law to conduct military operations in at least ten countries since 2001 according to the Congressional Research Service. Mission creep will only continue should this law be allowed to exist indefinitely.

Second, broad authorizations for the use of force are unnecessary. Congress can act quickly if the United States is under threat or attacked, as it did after 9/11, to authorize the use of force. The president, under Article II powers of the Constitution can act to defend the country. Domestic and international law provides an adequate framework for response, rendering a blanket authorization unneeded.

Lastly, broad authorizations tend to lack proper oversight and accountability. According to recent reports, the United States Special Forces were operating in 92 countries this past March—including up to 16 in Africa. Written to have no geographical boundaries, the AUMF has been invoked to conduct military operations in Yemen, Eritrea, Somalia and more without a formal declaration of war. Strikingly, in the face of all of this, Congress has only recently begun to hold oversight hearings.

For these reasons, we urge you to support Rep. Adam Schiff’s amendment, number 73, to defund the 2001 AUMF past 2014.
