For the second time in a week, Putin said Russian intelligence agencies were not working with the 30-year-old American who fled his country and leaked details of secret U.S. government surveillance programmes.


"If he wants to stay here, there is one condition: He must stop his work aimed at harming our American partners, as strange as that sounds coming from my lips," he told reporters after a gas exporters' conference in Moscow.


But Putin said he suspected that Snowden would not stop leaking information, because "he feels himself to be a human rights activist".
"So he must choose a country of destination and go there," he said, speaking before the asylum request to Russia was reported. "Unfortunately, I don't know when this will happen."
The president of Ecuador, where Snowden was known to be seeking asylum, said on Sunday that his fate was in Russia's hands because Ecuador could not consider the plea until he reached Ecuador or one of its embassies.
Snowden, who has not been seen by reporters scouring the airport, has had his U.S. passport revoked and countries around the world are under U.S. pressure to deny him asylum.


A U.S. national security official said that, as far as the U.S. government knew, Snowden was still in the transit zone and would have a "hard time leaving" the airport even if he wanted to.


Shortly after Snowden fled the United States to Hong Kong last month and long before he arrived in Russia, Putin suggested the surveillance methods he revealed were justified in fighting terrorism, if carried out lawfully.

"if carried out lawfully" is the key phrase. It is unconstitutional and thus unlawful.

Ecuador is not considering Edward Snowden's asylum request and never intended to facilitate his flight from Hong Kong, president Rafael Correa said as the whistleblower made a personal plea to Quito for his case to be heard.
Snowden was Russia's responsibility and would have to reach Ecuadorean territory before the country would consider any asylum request, the president said in an interview with the Guardian on Monday.
"Are we responsible for getting him to Ecuador? It's not logical. The country that has to give him a safe conduct document is Russia."
The president, speaking at the presidential palace in Quito, said his government did not intentionally help Snowden travel from Hong Kong to Moscow with a temporary travel pass. "It was a mistake on our part," he added.
Asked if he thought the former NSA contractor would ever make it to Quito, he replied: "Mr Snowden's situation is very complicated, but in this moment he is in Russian territory and these are decisions for the Russian authorities."
On whether Correa would like to meet him, the president said: "Not particularly. He's a very complicated person. Strictly speaking, Mr Snowden spied for some time."

no it's just if russia were to start diplomatic problems with the us, they would rather do it on their own terms, likely on some more rewarding cause in their eyes, such as helping their middle eastern allies and enemies of US for some diplomatic/resource perks in return, rather than to 'inform the american public' how to have a constitutional government..

the notion that russia is interested in any concept of civil liberties at all is laughable
