In every case of police misconduct, bar none, there is a complicit prosecutor.

The prosecuting attorney in every county has the authority to either let cops get away with unlawful acts or not.

Just as he/she has the choice to not prosecute victimless crimes.

These lawyers paid for with your money are the people who let the cops get away with misbehavior, they're the ones who put pot smokers in jail for decades and let rapists go in a few months.

The blame, as I see it, lies squarely on their shoulders for the sham of a "Just-Us" system we all endure.

Exactly. The prosecutor/DA is the 'top cop' in terms of prosecutorial power and the sheriff is the chief law enforcement official. So yes, it rests with the prosecutor, but also with complicit sheriffs who allow this to happen in their counties.
