This means anyone who receives any form of retirement benefits from the government is thus a personnel of the Federal government. Anyone receiving or is going to receive either social security or railroad retirement benefits is a Federal Personnel.

It makes sense. See his clarification:

He's correct. Like any other welfare, SS makes recipients slaves.

I still maintain that pathtofreedom is taking this definition out of context. This section of the U.S. Code is talking about Federal workers.

How am I taking it out of context? IT clearly states people receiving federal retirement benefits or are entitled to receive them are federal personnel? What is not to understand? Railroad workers and people who have social security number are federal personnel.
