I suppose it would be naive to ask from where they derive this authority?

The Department of Agriculture announced that it will implement an estimated 38 million dollar minor bailout in sugar purchases to ”forestall a larger bailout” that could range between 100 and 300 million dollars if farmers default on federal loans.

Why do those farmers need any bailouts? If they can't pay their bills, they should go bankrupt. Another farmer seeing an opening on the market (if it exists) will jump in and hopefully do better.

Why the hell should anyone pay their bills if there is always someone else to pay the bills for them?

Unless, of course, the USDA stopped pontificating on what people should eat, in which case Americans might simply cut their sugar intake.
I've started working out seriously, and as a result I've been reading labels recently, and hell, it's in EVERYTHING.
I asked the wife to look for protein bars for me at Trader Joe's - one of them had 21 freaking grams of sugar in it. In a protein bar!
How are people supposed to eat healthy when "healthy" foods are loaded with sugar?

Very very good. Americans don't eat nearly enough sugar. More snickers, more coke!
