It's used for imprisoning people who sell drugs to meet the market's demand.

Of the Mexicans convicted for illegally entering the U.S., 9 out of 10 are entering the U.S. only to transport drugs. After the drugs are delivered, they turn around and go back to Mexico. So are the number of people every year killed by the US. This includes Cops and Foreign Drone Strikes.

I wont debate that things are painted on both sides to make each look as bad as possible, but what this should really go to show is that the whole world has gone to shit and the number 1 killer planet wide is Governments.
