tacitly, they may have been doing this all since the late 1950s or early 60s
if they were given an ample budget. by law, unlike the fbi and cia, if they
mainly collect intelligence, and historically have less field agents, there may
have been a blurring of boundaries. fbi tends to be domestic in turf, cia is
given overseas as a realm. nsa is a big intelligence gathering gov't agency.

What is important here is HOW that information is going to be used against you.

Welcome to an America where something as simple as being a Christian is probable cause enough for the Govt to execute you without the Due Process of Law. At the same time, they'll have the exact same view of Athiests being a valid reason for the Govt to execute you. They MIGHT try to spin the executions of both differently, they might not. At some point, they become so powerful that they dont even bother trying to put a spin on their reasons any more and just come down with the heavy hand of do what we told you to do or you're dead.

but under the W after sept 12th of 2oo1 we saw the merging
of data bases as richard cheney went totally into the war on
terror. all security clearances created a user level partition!!!
we easily have had one big massive data base for a full decade.
