I think he was more saying that if people don't blindly trust the government they (the politicians and corporate leeches) are going to have some problems. i.e. the system won't work, subsidies will end, the policing and militarism around the world would end, the crony-capitalism government private entity thieving cartel collusion would end, the 'enslavement' of future generations etc. In other words, change would occur.

I took it more as a plea for the American people to not watch them so closely or question what they are doing but rather blindly trust their words and that they have good intentions. He implies that it would be for the betterment of the people. I know he knows that it would be for the betterment of a select few special interests.
