NSA helps shape and implement the president's foreign policy, and acts as mediator between state, defense, and intelligence agencies. Nothing wrong with the president wanting to go to someone close to him for advice on defense other than a cabinet member. If you wanna cut something we should cut the Office of the Direcotr of National Intelligence, and the Homeland Security Advisor positions.

The Constitution doesn't spell out any government departments, that doesn't mean they're all unconstitutional.

Ipso facto, it means exactly that. The whole point of a constitution is to "spell out" just how a government is to be constituted.

That is, after all, why they are called "constitutions" ...

ETA: This, by the way, is yet another serious flaw in the U.S. Constitution. It speaks only of unspecified "executive Departments" (as in Article II, Section 2, Clause 1: "The President [...] may require the Opinion, in writing, of the principal Officer in each of the executive Departments [...]") and such. Very sloppy work - and, unsurprisingly, the source of much mischief and grief.
