This one is interesting, but a little scary as to the permissions it wants. It also has a couple of annoying bugs, according to reviews, so not ready for prime time yet, but it is catching on on college campuses. Messaging is possible, but it looks like they charge to enable it.

Got a secret you’re looking to get off of your chest? Try Whisper, an app taking off on college campuses that promises to let you anonymously share what’s on your mind. The app doesn’t collect e-mail addresses, usernames or any other personal information, but is designed to give users an outlet to share personal secrets by combining text with pictures from the Web or their own cameras.
The app is an age-restricted download, as some of the secrets can have content that’s unsuitable for children. Whisper users can see secrets from fellow users nearby and browse messages getting either the most replies or the most traction on social media sites. It also offers messaging capability through an in-app purchase so that you can reach other users if you really want. (You also can ban any user from contacting you again.)
While Whisper’s highly personal content certainly isn’t for everyone, it can be strangely addictive. But remember: Even with the promise of anonymity, it’s still best not to share anything that you’ll regret. Free, for iOS and Android devices.

(I also found it mentioned as being useful for finding parties and becoming very popular on college campuses)
If it was possible to program the thing to send out a message every thirty seconds to a minute, that would be useful for education and recruiting. At events, it would be highly useful.
