In a controversial move that some believe will essentially lead to a de facto ban on semi-automatic handguns, Attorney General Kamala Harris announced that, effective immediately, all new semi-automatic firearms sold in the State of California will require a unique microstamp on every shell ejected when a gun is fired.
Microstamping, or ballistic imprinting, is a technology patented in the 1990′s by engineer and NRA member Todd Lizotte. When a gun is fired, a tiny engraving on the firing pin etches a microscopic identifier onto the cartridge as it is expended by the firearm.

That assumes you're going to be dumb enough to leave stamped shell casings with a unique ID number, traceable right back to you, at a crime scene.

The state attorney general can just require that by personal decree? I know we've completely chopped up the state Constitution with referenda here, but I can't remember that authority at all.

This will become standard in 5 years. It doesn't deny the right to bear arms but it will appeal to the accountability crowd. Even though it can be mimicked and thus not truly prove anything except that someone can be set up for crime they didn't commit. I've had a friend take his own life because one of his guns was stolen to murder another and returned. A "tip" lead to recovering the weapon on his premises thus leading to possibly a life in prison conviction. He opted out.
This is bad. Just bad.

There was a bill in 2007 signed by Arnie require all pistols to have micro stamping, it was put on hold because the technology did not exist or because of some patent issues. There is currently another bill in the state legislature similar to this one, where it would give the state AG power to ban the sale of any handgun if a fantasy Hollywood technology like "smart gun" from Judge Dredd exist.

The Bill would have created a Demand. Any Entrepeneur will come along to create a Supply. Who doesnt want to make money off of laws passed by Govt?

Thank you. I have yet to see a police press conference where the crime was solved b/c the firearm was registered to the perp OR the registration number allowed them to determine where the originated and how it fell into the criminal's hands.
So micro-stamping is going to be just as 'effective', unless I'm missing something.

I would say "some." I'd say close to none were prevented that way.
Increasing the costs of gun ownership will lead to less crime being prevented with guns.
