The night before last week’s high-profile Benghazi hearing, Boehner and House Oversight and Government Reform Committee Chairman Issa discussed strategy for 30 minutes in the speaker’s office. For the hearing, Issa gave committee members assignments and directed them to stick to pre-approved lanes to avoid confusion or duplicative questioning, several lawmakers said.

This is why none of them were asking about the CIA Annex or asking the questions Sen. Rand Paul is rightly asking about arming and recruiting jihadists for Syria.
Boehner and Issa controlled the whole thing and that's why Amash yielded his time to Chaffetz.
This was a dog and pony show from start to finish....
I know you're not surprised: We exposed it for what it was at the time (see Amash forum) but now the establishment has to admit it in their favorite organs (usually POLITICO, The Hill or New York Times).

In other words Johnny boy is controlling the whole process on behalf of the CIA to make sure nothing uncomfortable is probed about either the jihadists being armed and recruited or the failure of the interventionist foreign policy that got the US there in the first place.
This is why he's holding out on a special committee because he's afraid he loses control of the process and things go beyond the planned narrative of just discussing the talking points or the response to the attack.
