This is the official story and it's quite plausible but it seems the establishment don't want to talk about the CIA annex and what was going on there i.e arming Syrian rebels and recruiting jihadists so while I'm sure Clinton intended to use the Benghazi mission as a glorified photo opp it wasn't the only reason for this ill-fated mission.

Hicks also testified that part of the reason that Stevens was in Benghazi was to make preparations to convert the mission to a permanent post, and to lay the groundwork for a visit by Clinton. "At least one of the reasons the ambassador was in Benghazi was to further the secretary's wish that that post become a permanent constituent post" and because Clinton "intended to visit later that year" to announce the conversion.

We know from the New York Times that arming the Syrian rebels was in fact a Clinton and Petraeus idea:

Petraeus, the director of the C.I.A. The two officials were joining forces on a plan to arm the Syrian resistance.

The plan had risks, but it also offered the potential reward of creating Syrian allies with whom the United States could work, both during the conflict and after President Bashar al-Assad’s eventual removal.

They claim the plan was rebuffed but we do in fact learn later that the CIA was involved in helping arm and train the rebels through various countries:


Arms Airlift to Syria Rebels Expands, With Aid From C.I.A.

With help from the C.I.A., Arab governments and Turkey have sharply increased their military aid to Syria’s opposition fighters in recent months, expanding a secret airlift of arms and equipment for the uprising against President Bashar al-Assad, according to air traffic data, interviews with officials in several countries and the accounts of rebel commanders.


The airlift, which began on a small scale in early 2012 and continued intermittently through last fall, expanded into a steady and much heavier flow late last year, the data shows. It has grown to include more than 160 military cargo flights by Jordanian, Saudi and Qatari military-style cargo planes landing at Esenboga Airport near Ankara, and, to a lesser degree, at other Turkish and Jordanian airports.

From offices at secret locations, American intelligence officers have helped the Arab governments shop for weapons, including a large procurement from Croatia, and have vetted rebel commanders and groups to determine who should receive the weapons as they arrive, according to American officials speaking on the condition of anonymity. The C.I.A. declined to comment on the shipments or its role in them.

When Senator Paul asked Clinton about arm shipments to Turkey she claimed not to know anything about this which is quite frankly implausible considering it was her idea in the first place and that we now learn that these operations did take place throughout 2012:

Paul asked Clinton: “Is the U. S. involved with any procuring of weapons, transfer of weapons, buying, selling, anyhow transferring weapons to Turkey out of Libya?”

“To Turkey?” Clinton asked. “I will have to take that question for the record. Nobody has ever raised that with me.”

Continued Paul: “It’s been in news reports that ships have been leaving from Libya and that may have weapons, and what I’d like to know is the annex that was close by, were they involved with procuring, buying, selling, obtaining weapons, and were any of these weapons being transferred to other countries, any countries, Turkey included?”

Clinton replied, “Well, Senator, you’ll have to direct that question to the agency that ran the annex. I will see what information is available.”

“You’re saying you don’t know?” asked Paul.

“I do not know,” Clinton said. “I don’t have any information on that.”
