The organizations that represents the police in Puerto Rico say, the civil rights violations by the police reported by the Justice Department that sparked a lawsuit against the government of the island, does not mean that there is corruption in the Puerto Rican Police.

Leaders of these organizations understand and claim that civil rights violations and corruption are not the same, nor can it be said that because there is a practice of civil rights violations, according to the feds, you can say that there is corruption in the local police.

"That is not the situation, that is not corruption. Corruption means a citizen who, while in office, benefits and profits from public funds, "said the legal adviser of the National Council of Police (Conapol), Nydia Rodriguez.

Union spokesman for the Puerto Rican Police, Sergeant José Marín, agrees with this definition and states that would be wrong to say that there is corruption in the police because "someone" understands that there are excesses.
