Either this is just to make people lazy and think he's going to veto, pull a stunt and sign it instead, or he just wants more powers than it already gives.

Yea he threatened to veto which is one reason why the Senate didn't take up the measure.

However, the House made changes to the bill and it won more Democratic support this year and Obama's veto threat this year is not as strong as it was last year.
