I wouldn't assume that the motivation behind that quote has to do with safety. There could be other factors.

The article mentions an interesting point about potentially thousands of photos and video shot by attendees at the marathon. Which raises the question as to whether the perpetrator had considered this exposure to being identified and caught. Which makes me wonder if the "perpetrator" is supposed to be "caught" and if this is part of an inside job plan. It might also positively reinforce the "see something-say something" meme if the evidence is produced by an average citizen, rather than law enforcement.
