Senate Minority Leader Mitch McConnell, R-Ky., said that the twin bombs that exploded at the Boston Marathon were a new reminder "that serious threats to our way of life remain," and that Americans would "recommit ourselves to the fight against terrorism at home and abroad."

He doesn't. Well he might know who did it, but that is irrelevant. He was talking about cracking down "at home and abroad".

Yeah, he thinks this bombing means that we have to "crack down abroad," even though it may well have been a domestic terrorist who did this. This seems similar to the Olympic bombing that was done by a domestic terrorist. If Al-Quaeda had done this I think they would've claimed credit for it by now.
