Up to the rank of O-5 (Cmdr, Lt Col) you are still mostly a combat leader. Planning operations, managing assets, directing subordinates.

To make O-6 (Capt, Col) You have to have political connections, and the job itself is more political. It's hard to get O-6 and above that isn't bought by political interests.
