REQUESTABLE RECORDS RELATING TO FEDERAL EMPLOYEE COMPENSATION ISSUES

Interested in federal employee compensation issues?

You can ask any agency or agencies for any of the following records relating to federal worker compensation. In the request, be sure to mention the Freedom of Information Act.

Written policies, procedures and other relevant documents describing the agency s compensation system, including the process for determining pay adjustments, bonus payments, time off awards, and retention allowances.

Memoranda and other relevant documents describing the agency annual compensation review process and the results of the process, including departmental recommendations of the agency’s Pay Review Board.

Memoranda and other relevant documents related to any compensation study conducted on the agency s behalf since the Pay Grade Matrix was established, including the cost and purpose of each study.

Records describing the number and percentage of agency employees who received the following forms of compensation, including the range of the lowest, median and highest compensation for each type:

Salary Increases
Bonus Payments
Time-Off Awards
Retention Allowances

Records describing the average yearly increase in pay for agency employees in both dollar and percentage amounts.

Documentation describing the number of agency employees who received the lowest performance ratings such as DID NOT MEET EXPECTATIONS or INCONSISTENTLY MET EXPECTATIONS and how many of these employees received a salary increase or bonus.

Records showing, outside of cash compensation, the average cost of an agency employee benefits package.

Records showing the source of funds and amount available for salary increases, bonus payments, time-off awards and retention allowances.

Records showing attrition rates for each fiscal year.

TIGTA INVESTIGATION RECORDS AVAILABLE UPON REQUEST

The Treasury Inspector General for Tax Administration – TIGTA – conducts thousands of investigations each year, most of them concerning the conduct of IRS employees or matters involving IRS enforcement or administration activities. And you can ask TIGTA for copies of the results of the investigations in any category or categories. Here is how:

TIGTA has released statistical summaries of investigations for a given time period, for example, a categorization of the 3511 investigations closed during calendar year 2012. The statistical summary for 2012 contains approximately 85 categories, a few of which are:

- The Final Report
- The Report of Investigation
- The Closing Memo
- The Referral Memo or Letter

For all investigations closed in 2012 in the category XXXXXXXXXX.

Your request should mention the Freedom of Information Act.

NOTE ONE: you don't need to limit your request to investigations closed in 2012; you can request disposition documents for requests in a particular category for investigations closed in any year or time period.

NOTE TWO: you can ask TIGTA to run a statistical summary of its investigations for any time period, not just investigations closed in 2012. It takes about the same amount of time to run such a report covering a larger span of time. For example, you can get a summary of investigations by category for the last five years.
