View Full Version : NRA praises Inhofe for amendment to stop US from joining UN arms treaty (PASSED 53-46)

The National Rifle Association (NRA) on Saturday thanked Sen. James Inhofe (R-Okla.) for introducing an amendment during the Senate’s budget “vote-a-rama” to prevent the United States from entering into the United Nations Arms Trade Treaty.

The full Senate passed Inhofe’s amendment early Saturday morning on a 53-46 vote.

In a statement, Chris W. Cox, executive director of NRA’s Institute for Legislative Action, said the fight to oppose “any United Nations effort to undermine the constitutional rights of law-abiding American gun owners” has grown “more intense.”

“Thanks to the efforts of Senator Inhofe, we are one step closer to ensuring the UN will not trample on the freedoms our Founding Fathers guaranteed to us,” Cox said.

The U.N. Arms Trade Treaty would regulate international arms sales. Negotiations end on March 28.

The NRA, which has lobbied hard against the treaty, says it will restrict the domestic sale of firearms.

The Obama administration, which backs the treaty, has said its language would not affect domestic arms sales and would merely require the rest of the world to adopt America's already strong export controls.

“We’re negotiating a treaty that cedes our authority to have trade agreements with our allies in terms of trading arms,” Inhofe said. “This is probably the last time this year that you’ll be able to vote for your Second Amendment rights.”

One of about 500 non- binding amendments to the Senate budget bill. Lots of people trying to stake out positions on issues without really passing anything- hence the use of the term “vote-a-rama” .

Do we know it is non binding? Since the Senate has to approve a treaty isn't it pretty stupid to go forward when they already said no, in any event? And since the Constitution gives the president and Congress no power to pass any law infringing guns, they don't have it to delegate, in any event.

Even the budget bill the amendments were attached to was non-binding.

The Democrat-controlled Senate passed its first formal budget proposal in four years early Saturday after hours of non-stop voting that started Friday evening.

The non-binding plan for the 2014 budget calls for a trillion dollars in tax increases and passed 50 to 49. No Republicans voted for the bill, and four Democrats voted against it.

It now goes to the House, where it is expected to be shot down. Senators recently voted down a budget proposal passed by the Republican-controlled house.


"We're going to have lots of votes today," Senate Majority Leader Harry Reid warned Friday morning, going into the session. "Everybody is going to be tired."

Reid said 400 amendments had been filed, but he added that in most years only 25 to 35 are voted on during these extended voting sessions. Each vote takes about 15 minutes to complete.

The amendments are not-binding but still symbolically significant.

This time there were 70 votes for 101 amendments; some measures were agreed to unanimously en bloc after party leaders grouped the amendments together to cut down on time.

Some of the amendments were designed to put a political squeeze on members of the opposite party. For instance, Murray offered up Ryan's budget for a vote, forcing Senate Republicans to say whether they are for or against the deep spending cuts and entitlement changes in his plan. Democrats argue the cuts are destructive and unrealistic.

There isn't a UN Small Arms Treaty finalized to even vote on so they could not have already voted "no" on it. You are right that they will have to vote on it later if it is agreed to and the President signs off on it. Right now they are just expressing opinions on it.

Yes, however, if a majority are saying no, and two thirds must say yes, why go forward? Plus there is the fact that they don't themselves have the power under the constitution to delegate.

He can still agree to the treaty and hope that Congress (or at least enough of them) will change their minds (or who has their seats). If it is submitted to them and one Congress refuses to pass it, a future Congress can later pass it.

But this is a losing issue for him. People will be voted IN to keep that treaty away.
