Yes. But it's not limited to Wisconsin.

I don't believe you can make this assumption about all public schools. I went to a fairly decent public school district and there was nothing like this. We did a lot of diversity awareness type stuff (which is good), but there was no extreme wacky shenanigans like in this video.
