As the Jewish temple was used to sacrifice animals for the redemption of souls, invariably, qualified officials would take advantage selling to the Jewish people forgiveness for their past sins as well as for future indulgences they had yet to commit. In other words, if one was poor, one could pay for someone to slaughter an animal in the temple to cleanse their soul; however, if one was rich, one could pay someone to slaughter an animal in the temple to cleanse their soul concerning sins they had yet to commit.
In knowing that he was going to be committing adultery sleeping with a woman in a few days, a man could go ahead and tend to the business of having the offense forgiven.
The animal carcasses were discarded as they weren't allowed to be eaten after slaughtered, so they weren't part of the payment.
As a man could purchase forgiveness for committing adultery in the near future, the woman he would be committing the offense with, if she were to be caught, could be stoned to death.

This amounts to lobbying. Right now, officials in our government are selling out to those who can pay providing for them legislation which would forgive them for any contempt they might commit against the American people and their Civil Purpose.
