My old organization was involved with this. Not selling them, but finding and developing them. You really need OS source to do it well, so we set up a data haven in Russia to house it. It was encrypted and generally unmounted when not in use. We had all of them (OS's). Well the US ones. Other countries have developed their own OS's and for good reason - they don't trust proprietary compiled code. DEMOS OS is a Russian one that is based off Sys 7.

Our group fell apart partially because of draconian anti-hacker laws, partially because the Internet got more popular and the bandwidth of the Russian bird we used to access the nest got overloaded and partially because of security leaks and the introduction of the Web. 60 ppl, 11 countries...

I did apply for a job at a think tank doing this - MITER Corp, about 12 - 14 years ago. Didn't get it :( This isn't a new trend, but certain people in gvmt have been largely responsible for driving a wedge between the white and black hat communities. Unlike other countries.
