The Houston City Council passed an ordinance meant to help track down criminals who try to resell stolen valuables. Gold-buying businesses will now be required to photograph and fingerprint sellers as well as photograph the items that are being sold to the dealer.

I recently sold some silver and they just required my driver's license. That seems more than sufficient. Photographing and fingerprinting is ridiculous.

I doubt this will have much effect on thieves. They can just sell their loot in Conroe, Galveston or any other of the surrounding cities.

Maybe they also want to track the capital gains taxes that are on the illusion of a capital gain.

This isn't just Houston... the laws here in NJ for precious metal buyers are almost as bad. (no fingerprints yet) but you basically have to be in touch with the police constantly. This is the only reason I decided to go to college instead of starting a cash for gold shop. I am amazed how many of these businesses open up, despite all the laws. Brave capitalists than I.
