"In fact, federal law and the Constitution are to the opposite. Unless you are actually pulling a trigger or are in moments of pulling that trigger or dropping a bomb, the government has an obligation to do its best to arrest you and charge you with a crime and prosecute you before it can indiscriminately kill you."

Murders are typically arrested and put on trial. They're only killed if they present an imminent danger, ie: they are in the act of committing violence.

Well, the military would have a hard time functioning. One drone strike I recently saw took out a fleeing vehicle with the people that just minutes earlier had fired mortar rounds into a US military base.

That's a different thing. That's not what is being talked about here. Those people attacked US troops in war zone. It's not comparable to targeted killings of American citizens who may or may not be involved in 'terrorist' activities.
