"American Tax Payer Relief Act"

How about, "I'll kiss you if you bend over"

And get the name to come out exactly the opposite of what they do?

I don't know but they're damn creative. Like the USA PATRIOT Act. The USA part doesn't even stand for United States of America. It's actually:
Uniting (and) Strengthening America (by) Providing Appropriate Tools Required (to) Intercept (and) Obstruct Terrorism Act of 2001. Somebody got a bonus for coming up with that one!

I imagine someone at the top did. The guy that actually came up with it would have been lucky to get a Hot Cocoa Sampler box (http://www.fark.com/comments/763896/Who-else-got-a-crappy-almost-insulting-Holiday-bonus-if-any-at-all-from-their-employer-if-so-what-was-it-Link-goes-to-google-search-for-crappy-gift) for Christmas.

The people that write the bills also write the title. You know, Goldman Sachs, JP Morgan, GlaxoSmithKline, Haliburton, GE, AIPAC, and all other powerful lobbies.

Just remember that it's probably the opposite of what they claim it does, and you'll be fine. Trouble is, your average person doesn't know to do that first.
Speaking of names, how about Federal Reserve Bank? Lol! It's no more a part of the government than Federal Express.

Pretty much. These people don't know how NOT to lie. Fake, lies, propaganda, bullshit, it's all they know how to do.

When I was working for a corp some years back, we had a group of corporate executives wives that made up names for stuff. They got paid big bucks for the job. I'm not bashing women in general, but these ladies had to be coaxed into naming projects because trying to explain what the project was about to them was impossible.

So, I'll cast a guess at "Goldman Sachs executive wives"

I believe the author of the bill titles it.
