I need some help and knowledge. We want to put a billboard up here in Atlanta, I have enough pledges to cover the cost, but not sure how to actually collect the money and pay for the billboard in such a way, that the FEC doesn't come knocking on my door or any of the donor's doors.

Can somebody please help me understand this? If I need a PAC can somebody recommend a PAC? Or send me to a "Start a PAC 101" page, (which Google can't seem to find for me).

I've got pledges burning a hole in my pocket and I'm ready to roll, but am stuck in the mud.

Help me Ron Paul Forums, your my only hope!

$1000+ raised means that you need to form a PAC.

How is it that the USAToday ad didn't need a PAC?

My understanding is that it was because he was a single donor he can do whatever he wants. Nice eh?

Independent Expenditures

An independent expenditure is an expenditure for a communication “expressly advocating the election or defeat of a clearly identified candidate that is not made in cooperation, consultation, or concert with, or at the request or suggestion of, a candidate, a candidate’s authorized committee, or their agents, or a political party or its agents.”
11 CFR 100.16(a).

Who May Make Independent Expenditures

Persons permitted to make contributions in connection with federal elections (such as individuals and political committees) may make independent expenditures. Persons prohibited from making contributions or expenditures in connection with federal elections (such as corporations, labor organizations and individuals or businesses with federal government contracts) are similarly prohibited from making independent expenditures. <snip>

Yeah that was really cool workaround. Unfortunately the blimp can only take $5,000 max donations from an individual. That's ok though, whoever pledges $5,000 gets to ride the blimp off and on for a month!! With 20 wild cards for pledge $25 or more!!
