I think criminal (misdemeanor) charges for incidents like these are a bit steep. I see writing her up for an infraction (fine) though.

Fine for what, though? That money will just go toward box of ammo to eventually shoot an unarmed citizen or a dog with. She didn't harm the damn thing, I've had one or two come up to me when I was stationed down there and swimming in the Homossasa Springs area. Do you think I should have been fined for touching them? To be honest, I actually gave one a push of sorts because I didn't want that 1/2 ton water cow that close to me, I was between it and a limestone outcropping when it came up to me.

I know that's not the same as actually riding one, but so what? As long as she didn't hurt it, no harm no foul.

I agree... but if they had to do something, a ticket would have been better than a criminal charge.
