There are just some people who you will never convince to cancel the FEMA insurance program. You know people like this. They don't want the world to be so cruel to people who have already gone through a really bad experience and don't realize their actions cause more of these incidents where life is cruel to people.

So for FEMA flood insurance, why don't they just insure EXISTING infrastructure in flood zones, but NO NEW development? So they can't develop in flood zones then just buy FEMA insurance and then you could also include rebuilds. That means the FEMA insurance can be used to cover buying or building a home in a non-flood zone, otherwise they should get a discounted payout and no re-insuring.

This way at least the government program can help not to encourage building in flood zones.
