have state legislatures in PA, WI, OH, and in IL (when there is a GOP) governor to awarding electors by congressional district.

that would add 30 or so electoral votes to the Republican. and it could easily be passed if they wanted to do so. the Dems have no states that they lose statewide but control the legislature, the Republicans have so many

What he is trying to say is that in Maine and Nebraska, it is not winner take all. They award electoral votes by Congressional District. If the state legislatures of states were Republicans dominate by counties were to pass a similar laws, it would neuter the Dems advantage in places like PA and others. Good idea that would not only help Rand in 2016, but also be a good rule in general because it is pro-Federalist and anti-Nationalist in nature.

Nebraska and Maine do it; you get 2 votes for winning the state, and 1 vote for each CD.

PA has 18 CD, and Romney carried 12 or so; in my scenario PA would cast 12 votes for Romney, 8 for Obama; Obama wins these states by racking up huge votes in the inner cities. this would end it. its constitutional and should have been done this year.

If we were to alter the electoral college in any way, this is how I would do it.

I totally agree with this model. However, most states shouldn't adopt this until the bigger states (PA, CA, Mass, etc) do so.
