Unfortunately he doesn't make the constitutional argument against federal government involvement in disaster relief, but he does make an excellent point in saying how it's ridiculous for New Jersey to have to send money to Washington, only for FEMA to then send that money back to New Jersey.
Stossel also correctly points out that most relief is already done at the local/state level. Police, Firemen, EMTs are all local and state organizations.
