Wow. Amazing video. Learned something new from that.

Swann said that in Mexico, when the cartel/government takes over the Police, they fire them all, and then the former Police become the criminal gangs that kidnap people and hold them for ransom (and often kill them). Guess they were already experienced at preying upon the population.
