View Full Version : Cop Tasers 10-Year-Old Boy For Refusing to Clean Patrol Car

A state police officer in New Mexico is being sued after he allegedly tasered a child in a school playground for no reason other than he refused to clean the cop’s patrol car.

The boy’s legal guardian, Rachel Higgins, claims that Officer Chris Webb shot the boy, referred to as “R.D.”, with a 50,000 volt stun gun while visiting on a “career day” at Tularosa New Mexico Intermediate School on May 4.

The complaint (http://www.courthousenews.com/2012/10/30/51809.htm) notes that the officer approached a group of boys and asked which of them wanted to clean his car. When R.D. said he had no desire to clean the patrol vehicle, Officer Webb is claimed to have stated “‘Let me show you what happens to people who do not listen to the police.’”

He then pointed his taser at the boy, according to the report, and fired two barbs directly into the 10-year old’s chest, electrifying him and causing him to blackout.

Webb then extracted the barbs from the child’s chest, leaving scarring ” that look like cigarette burns”.

“Instead of calling emergency medical personnel, Officer Webb pulled out the barbs and took the boy to the school principal’s office,” the complaint states.

The complaint claims that the boy has suffered mental trauma and night terrors and is now afraid of going to sleep at night for fear he will not wake up again.

When I was a cop, we had another agency investigate officer involved incidents. Internal affairs used to be feared by every major department... it seems that IA departments are being eliminated. Where are the citizen review boards? It seems like everyone is corrupt now.

I remember a career day in high school, I wanted to be a computer programmer so they set me up with a computer repair technician for the day. We went on a call to go fix somebody's computer and the guy gets pulled over for speeding. As he's getting written up we see that there's a kid with the cop, turns out the kid was following the cop on career day.

Due to all of the negative cop stories that we have seen from this new generation, let me share some good stories from my time in the field.

1. Back in 2006, my partner and I rolled up onto (around 10pm) two people in need of assistance. We clearly saw that their tire was blown and needed help changing the tire. My partner wanted your's truly to change the tire while he watched lol. After just a few moments, I got the spare tire on and sent them on their way. The two occupants were about 18-19 year old females and pretty cute ;) They thanked us for showing up so fast... the funny thing was that we were just turning onto the highway to fish for some speeders (we usually threw them back with a warning though lol) when we saw them. They were only waiting a couple of minutes. They wondered how we got there so fast lol.

2. I was cruising along one day and I hear over the radio a call for service (keys locked in vehicle). Now this happened a lot... only this time, my partner was the one who did the work while I watched lol. I had the owner of the vehicle sign a liability form and we got his vehicle open. The worst part of this was he locked the keys in his vehicle AT HIS HOUSE lol.

3. I responded to a car versus deer on a county road. This time, I think the truck won lol. There was very little damage to the truck. The driver was fine so I asked him if he wanted the deer. I gave him an authorization for the deer and went back to the sheriff's office to write up the report to send to the state police. That was my first report working civilian LE... and I must say... it wasn't so bad.

There were some more stories like the above that happened for quite awhile in my small county. We had a couple of bad apples there too though....

According to the affidavit the cop:

1. Admits he did it.

2. Claims it was "an accident."

3 Admits taking the kid (who had been rendered unconscious according to the complaint, although the officer disputes this) to the restroom "to clean him up" rather than seeking immediate medical attention.


In my opinion, even the watered-down version of events the officer admits to in his statement should be enough to to cost the guy his job. If everything the complaint alleges is true, his actions ought to cost him his freedom....:mad:

For crying out load! At least let the FULL story come out! I'll bet our knight in blue, you know, the one that stands between us and chaos, was probably just showing the taser to the kids. It WAS career day, duh! And the kid reached out to take it from him, that IS assault on an officer you know, and pulled the gun TOWARDS himself. Thus accidentally causing the officer to depress the trigger. I bet this fine officer is just beating himself up over this terrible tragedy. We should really think about HIM and what HE is going through right now over this accident. No one is speaking about that, are they? Bunch of cop haters on this site is all I see.
Why don't you post about the GOOD things our officers do. Like SAVE lives and such!

Not that it matters that this is a b.s. excuse (not loaded my ass, tasers don't use 'ammo'). In the end, this clown is alleged to be a professional. End of story.

The whole of their legitimacy is that they are entrusted to use force only because they're expected to use it responsibly. Just as soon as they fail to use it responsibly, and their department fails to drum them out as a result, the entire department loses legitimacy. Completely.

I think that he's 'trying' to make the claim that his taser's pack wasn't on. The pack is what launches the barbs. The problem with that is you can see plain as day if the pack was on.

The Smoking Gun reports that, in a memo to supervisors, Webb said he had removed the Taser cartridge before showing the device to a group of kids earlier that day, then he forgot that he reloaded it before Tasing the boy.


The point is he was trying to scare the child with a taser. so what if he "accidentally" forgot it was loaded he shoudl have been fired for being negligent. He sure got his point across though "Never cross a cop, we are above you."

Would taser training be the same as firearms training, in that you would assume every weapon to be "loaded" and to never point it anything you are not prepared top destroy?
