One world government was officially declared on January 1, 1942. Not legally but officially.

While I realize they don't use the word government in the charter, this organization is a governing body over nations,

The unofficial history, of a one world government, goes back to, at least, 1913, and likely, if studied thoroughly, the origin of the shadow one world rulers could be traced back to 1830's, or so.

You may think me crazy (and that is OK if you do), but I have become convinced that there have been people involved in politics who really wanted to make things better for the citizens of the US. I'd put Hamilton Jordan, Pat Caddell, and now maybe Dick Morris in that group. While that have worked for Presidents that I personally despise, they have shown that they "get it".
