I found this interesting. A Georgian (the country) prison deputy talks about the videos of torture and that they would give the videos to higher officials that would watch them for their own entertainment.

And in the federal prisons where I was held, the staff would encourage fighting between races, sometimes for the sake of entertainment, and sometimes to manufacture disorder to justify the staff locking us down for a month, because that made their jobs easier.

People on the outside of prison pay a price too, since people who've been tortured in prison rarely make good neighbors once they get out. But prisoners' rights remain the least of most people's concerns. (http://better-dead-than-fed.tumblr.com/)

What's wrong with having a little bit of entertainment? Rome did it.
