Can someone please explain to me how we only had 3 votes in Tampa? The district conventions alone had way more than that.
Virginia delegates were bound to the results of the super Tuesday primary.
RP only won one district, which was worth 3 votes. Virginia has 11 districts, 3 delegates each, for a total of 33 delegates. There are also 13 at-large delegates that would be allocated proportionately if no one received a majority, but since Romney won 60% of the vote, he got all of those 13 as well. Then there were 3 super delegates (party insiders), for a total of 49 votes.
RP supporters were elected to many of the delegate slots, but they were bound to vote for Romney on the first ballot. There is a thread here that suggests 25/49 were RP supporters.
