The affidavit required the signature of delegates selected to go to the national convention to vote for the candidate they were bound to by the State Central Committee.

Paul's supporters refused to sign the affidavit because it gave the power to the state executive committee to replace unallocated delegates.

it was a lot more than that, it changed quorum to 1/3 it made their guy permenant chair and unchallengable, it basically said they could pick the delegates. But the new rules were never ratified and the rules guy was voted OUT by the majority of the rules committee (we had the majority on every committee as well as in convention)
