I have a better idea for these dufus's...how about leaving people alone to decide whether or not they want to own a bicycle with their own money rather than creating a fascist program.

You can now pay to ride a bicycle in NYC.As if it wasn't already expensive enough to live there?Im sure this is all part of Bloombergs plans to force people to have licenses to own and ride a bicycle.
