Indeed, I think Amash said something similar too.

The message is, I think, that these are particular issues (deficit, entitlement reform and tax reform) we still have an opportunity to talk about and lead discussion on.

Basically what he said is Paul Ryan is a good debater, a smart guy, and he's better than Rob Portman, all of which are true. Remember that Rand is the guy that fought him on his budget proposal in a closed-door meeting, so if anyone starts screaming "sellout" here, they obviously don't know the facts.
