NYPD detectives opened fire on two pit bulls that charged at them while they were chasing a suspected drug dealer in Brooklyn Tuesday and accidentally shot a bystander in the leg, authorities said.

Officials said the suspected drug dealer fled on a bike and then ran into 70 Himrod street in Bushwick, where cops encountered the dogs and fired at them. A 22-year-old man who owned the dogs, identified by neighbors as James Earl Austin, was struck by a bullet as well as one of the pit bulls, police said.

Cell phone video captured by a witness shows Austin on the ground screaming in pain.

Austin is at Kings County Hospital with a bullet wound to his leg. Police said he is expected to be OK.

The suspect police were chasing was arrested. There were no injuries to any of the cops involved.

Witnesses at the scene said that one of the dogs was grazed in the paw by a police bullet. Witnesses also said that the dogs were tied up at the time of the shooting.

Neighbors said the dogs were docile and well cared for.

"They're not aggressive. He always keeps them on a leash," said Samuel Vega.

"He walked those dogs everyday," said Isaac Holmes.

I wish people would read these stories and say

"Wow, if there was no drug war none of this would have ever happened"

But instead its gonna be

"Tax pitbulls"

The drug war is over methinks... they won. They won, because most people don't see it as a war on drugs anymore... they just see it as....... normal...

Indeed. Be careful who your neighbors are. If they do drugs you might get shot. (by the police)

Be careful who you are next to at any time. If they are suspected of doing drugs you might get shot.

True. The safest thing you can do is if you see any suspicious activity, say something. Janet Napolitano will make sure every precaution is taken to make sure the criminal is safely arrested without any excessive accidental physical harm to yourself

Yes, there is:

Use of the Circular Force Continuum to ensure officer safety at all times.

It's a two pronged approach that accomplishes two separate goals:

From the local, city or state level it's the lawyers and insurance people pushing this. Put bluntly: it is cheaper for the city to have a cop kill a Mundane and risk the lawsuits than it is to carry a cop on full payroll, disability and whatever other sick, lame or lazy payouts that would possibly result from actually getting his "hands on" a fighting or fleeing suspect.

From the Fed level, it ties in to all the militarization going on, that is federally funded. Put bluntly: they want all Mundanes to adopt an attitude of total and complete submission and compliance. Randomly blowing away people and their dogs helps to accomplish this, just like random acts of cruelty help suppress an occupied population in a war zone.
