Sec. __. None of the funds made available by this Act may be used to enter into a contract, memorandum of understanding, or cooperative agreement with, make a grant to, or provide a loan or loan guarantee to Rosoboronexport.

I voted "yes" on the Moran of VA Amendment to H R 5856, which blocks the Department of Defense from making contracts with Rosoboronexport, the official export arm of the Russian state military industry. The Department is purchasing military equipment for the Afghanistan government from Russia. Russia's government, through Rosoboronexport, has funneled weapons and helicopters to the Assad regime in Syria. Russia has been almost alone in propping up Assad. It passed 407-5.
