We've got a similar program in California, but apparently the DOE is also funding this project. In layman's terms they are trying to make baby stars. That's why they are having so uch trouble trying to contain it. Reminds me of this:

I don't think weaponization is an issue since they are only trying to duplicate what happens with conventional nuclear arms and this process is much more involved. My concerns would be stability because we wouldn't want to see the baby star go supernova, and if the containment failed that baby star is going to want to move towards the center of the planet. Until we understand the mechanics of super nova phenomenon that we observe in Bose-Einstein Condensate, nicknamed Bose-novas, I feel it would be very dangerous for man to proceed to a sustained reaction.
